Hi Kate, the monks study the prayers and they’d be the one that would choose which prayer to use in a funeral service, I was told that the chanting is in one universal language called Bali Sanskrit (please correct me if I’m wrong here), therefore monks that speak different language can understand each other if they speak or knew the prayer (chanting) language. The monks would be performing the funeral service in most Buddhist funeral, therefore they’d know which to use.

If you're interested in learning more please visit your local Buddhist Temple, my knowledge is very limited on this matter, or you can visit my commenter's blog, he studied Buddhism and might be able to help you better than I can. Thanks for the visit.
